"The Taxpayer Assistance and Simplification Act of 2008" would require that all Health Savings Account disbursements be substantiated by the year 2011, was passed by the House of Representatives by a vote of 238 to 139. Those in favor of the bill argue there is too much potential for abuse if HSA expenses continue to be self-attested by account holders. Those against the bill claim it could ultimately slow the growth of consumer driven health care.
